I have played this deck for sometime and though I would refer it to be a tier 1.5 or 2 deck when played against the last formats decks winning more then it lost (most loses only really came from a double DSF for game). The deck provides same turn synchro's through different methods based on opening hands. By using the tuners that creat the deck list I have figured out the balance of monsters needed to really make a win win situation. The spell and trap line-up adds to the control measures that makes for the deck success rate.

1x Gorz the Emissary of Darkness (prevent OTK)
1x Cyber Dragon (synchro tutor)
3x Marauding Captain (synchro tutor)
3x Junk Synchron (3 star tuner)
1x Road Synchron (optional 2 star/4 star tuner)
1x Summoner Monk (synchro tutor)
1x Rescue Cat (synchro tutor)
2x Sea Koala (atk modifier/ Recsue Cat searchable)
3x Nimble Momonga (2 star beast/ def wall/ self searchable/ Rescue Cat searchable)
2x Guard Dog (3 star beast/ prevents special summoning/ Rescue Cat searchable)
2x X-Saber Airbellum (3 star tuner/ Rescue Cat searchable)

1x Heavy Storm
1x Giant Trunade
1x Mystical Space Typhoon
2x Bait Doll (re-useable MST)
1x Reinforcement of the Army (best at 2 but oh well)
3x Riryoku (atk modifier)
3x Ribbon of Rebirth (steals opponents monsters - equip to their monster and destroy it)
2x Pot of Avarice

1x Solemn Judgment

Cyber + lvl 3 tuner = lvl 8 same turn synchro
MC + lvl 3 tuner = lvl 6 same turn synchro
Junk Synchron + lvl 2 monster = lvl 5 same turn synchro
Summoner + Road Synchron = lvl 8 same turn synchro or Road Warrior/ 3000 atk
Rescue Cat / Airbellum + Guard Dog = 6 star same turn synchro

Riryoki cuts a opponents monster attack in half and adds that number to a monster to control, chain this with Ribbon of Rebirth and you create a means of stealing your opponents monsters through battle and increasing your synchro abilities with there monsters.

Interesting build. Might I suggest the following.

-3 Junk synchron
-3 Riryoku
-3 Ribbon of Rebirth

+3 XX-Saber Fulhelmknight (Its a wall that recyles itself and Airbellum.)
+3 Shrink. (Damage Step Pwnge is GREAT!)
+ Brain Control
+ Lightning Vortex
+ Cold Wave
